Texas Gangs & “Mafia” Organizations

These groups, often originating in the Texas Department of Criminal Justice (TDCJ), are categorized by the Texas Department of Public Safety (DPS) as Tier 1 threats due to their violence and transnational ties. 

  • Texas Mexican Mafia (Mexikanemi/TMM):Founded in the early 1980s, it is one of the state’s most powerful criminal organizations. It operates with a strict paramilitary structure and maintains a 10% “tax” on street-level drug activity in cities like San Antonio.
  • Tango Blast: Unlike traditional gangs, Tango Blast is a collection of regional cliques (e.g., Houstone, D-Town, Foritos). It has the largest membership in Texas and lacks a central leadership hierarchy.
  • Texas Syndicate: A prison-based gang primarily composed of Mexican Americans and Mexican nationals, often acting as a rival to the Mexican Mafia.
  • Barrio Azteca: Highly active in the El Paso region, this gang is known for its direct operational alliances with major cartels across the border. 

Mexican Cartels (DTOs)

Mexican Drug Trafficking Organizations (DTOs) use Texas as a critical hub for smuggling drugs, weapons, and humans into the U.S.. 

  • Gulf Cartel: Historically dominant in South Texas and the Rio Grande Valley, often leasing distribution rights to local gangs.
  • Sinaloa Cartel: Maintains a significant presence across Texas, particularly in North Texas and major urban corridors.
  • CJNG (Jalisco New Generation Cartel): A rapidly expanding and extremely violent organization with growing influence in the state. 

Outlaw Motorcycle Clubs (MCs)

  • Bandidos MC: Headquartered in Texas, they are classified as an outlaw motorcycle gang (OMCG). While they maintain an independent structure, members have been linked to large-scale drug trafficking and violent conflict with rival clubs.
  • Mongols and Cossacks: These clubs also have a presence and have historically engaged in violent territorial disputes within the state.
