2025, various groups have been designated as terrorist organizations, including Iran-aligned militias like 

Harakat al-NujabaKata’ib Sayyid al-Shuhada, and Kata’ib al-Imam Ali by the U.S. Department of State, and drug cartels such as the Sinaloa CartelCartel de Jalisco Nueva Generacion, and Mara Salvatrucha. Additionally, the Houthi movement (Ansar Allah) has been re-designated as a Foreign Terrorist Organization. The Islamic State (IS) continues to be a major threat, while some domestic groups have also been targeted for designation.

  • Islamic State (IS): Remains active in numerous countries and is considered the deadliest terrorist organization, with significant activity in Syria and the Democratic Republic of Congo.
  • Tehrik-e-Taliban (TTP): Emerged as the fastest-growing terrorist group in terms of attributed deaths.

    Newly Designated Terrorist Groups in 2025 (U.S.)
    The U.S. government has expanded its list of designated Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs) to include several transnational criminal organizations and Iran-aligned militias. 
    Transnational Criminal Organizations: The U.S. designated several major criminal groups as FTOs in February 2025, citing their involvement in terrorism and drug trafficking:Cartel del Golfo (Gulf Cartel)

    Iran-Aligned Militias: In September 2025, the State Department designated four Iran-aligned groups operating in Iraq as FTOs: Harakat al-NujabaKata’ib Sayyid al-ShuhadaHarakat Ansar Allah al-Awfiya, and Kata’ib al-Imam Ali.
    Huthi Movement (Ansar Allah): Redesignated as an FTO by the U.S. government on January 22, 2025, following numerous attacks on international shipping in the Red Sea and Gulf of Aden.
    Balochistan Liberation Army (BLA) / Majeed Brigade: Designated as an FTO in August 2025 following responsibility claims for several attacks, including a train hijacking.
    Domestic Threat (U.S.): In September 2025, a presidential action began the process of designating Antifa as a domestic terrorist organization. In November 2025, a similar process was initiated for certain chapters of the Muslim Brotherhood

    The Global Terrorism Index (GTI) 2025 report, which analyzes data from 2024, highlights a rise in global terrorism fatalities and shifts in geographical epicenters. 
    Deadliest Groups:Islamic State (IS): Remained the deadliest organization, with operations expanding to 22 countries, primarily active in Syria and the Democratic Republic of Congo.
    Tehrik-e-Taliban (TTP): Identified as the fastest-growing terrorist group based on the increase in attributed deaths.
    Geographic Epicenter: The Sahel region in Africa accounted for over half of all global terrorism deaths, making it the epicenter of terrorism.
    Western Trends: In Western countries, lone-wolf attacks accounted for 93% of fatalities over the past five years, and the overall number of attacks in Europe doubled in 2024.
    Notable UK Proscriptions in 2025: The UK government added the Maniacs Murder Cult and Palestine Action to its list of proscribed terrorist organizations in July 2025.
