Mexican Mafia, also known as “La Eme” (Spanish for “the M”), is a powerful Mexican American prison gang and criminal organization that originated in the California prison system in the late 1950s. It has no origins in Mexico and operates primarily within the U.S..

• Origin: Formed in 1957 at the Deuel Vocational Center in Tracy, California, by a group of Mexican American inmates from Los Angeles barrios for self-protection against other inmate groups and to control criminal activity within the prison system.
• Structure and Influence: La Eme has a hierarchical structure and, despite its leaders being incarcerated, maintains iron-fisted control over vast criminal territories both inside and outside of prisons. Law enforcement considers it one of the most powerful and deadly gangs within California’s correctional system.
• Activities: The organization is involved in various criminal enterprises, including drug trafficking (methamphetamine, heroin, cocaine), extortion, robbery, and murder. They “tax” (extort) affiliated Southern California street gangs, known as Sureños (Southerners), in exchange for protection and permission to operate, with the number 13 (M being the 13th letter of the alphabet) often used as an identifier for these gangs.
• Alliances: The Mexican Mafia has formed alliances with major drug cartels, such as the Sinaloa Cartel, offering protection for cartel members incarcerated in the U.S. prison system in exchange for drug supply.
• Enforcement: The gang enforces its rules through violence, including murder and arson, against those who fail to pay taxes, violate rules, or pose a threat.
• Symbols: Members often use the word “Mexikanemi,” the letter “M,” or the number “13” in tattoos or insignia. They also draw inspiration from Aztec culture, sometimes using Aztec symbols and the Nahuatl language for coded communication.
